Paul has worked for Rathbone for 9 years, initially managing youth engagement programmes and from 2009 as Director for Policy and Development. He has extensive experience working with young people who are marginalized and have offending backgrounds. He led the National Entry to Employment Offender Pilot working closely with youth justice services and custodial establishments.
From 1980 to 1993 he worked for Manchester and Salford Education Departments delivering managing services for excluded and disengaged young people. Before joining Rathbone in 2000 Paul worked for Manchester University's charity managing services for children and young people.
Paul is a member of the Youth Justice Board Learning and Skills Reference Group and represents Rathbone on a number of committees focused on disadvantaged young people. He was closely involved in the Rathbone / Nuffield Foundation - Engaging Youth Enquiry which examined the issue of young people who are NEET.
